Hiring Strategy
Contract vs Permanent: Which IT Staffing Model Is Right for Your Team?
A practical comparison of contract staffing, permanent hiring, and contract-to-hire models — with real cost analysis and decision frameworks for Indian IT teams.
Every quarter, we have this conversation with at least a dozen clients: "Should we hire permanent or go with contract staff?" The answer is never simple, because it depends on your timeline, budget structure, project certainty, and how your finance team thinks about headcount versus OpEx.
Here's the framework we use at Talpro to help clients make this decision — drawn from 14 years of IT staffing in India.
The Three Models
Permanent Hiring
You hire the candidate onto your payroll. They're your employee from day one, with full benefits, notice periods, and long-term commitment on both sides.
- Best for: Core team roles, leadership positions, domain-critical engineers
- Typical timeline: 3-6 weeks from mandate to offer acceptance
- Cost structure: One-time recruitment fee (typically 8.33-15% of annual CTC) + ongoing salary and benefits
- Risk: Higher upfront commitment; notice period delays (60-90 days is standard in Indian IT)
Contract Staffing
The candidate works at your office on your projects, but they're on Talpro's payroll. We handle salary processing, PF/ESI compliance, insurance, and all statutory obligations. You pay a monthly billing rate.
- Best for: Project-based work, capacity augmentation, uncertain demand, GCC ramp-ups
- Typical timeline: 5-10 working days from mandate to deployment
- Cost structure: Monthly billing rate (candidate CTC + margin). No recruitment fee, no long-term commitment.
- Risk: Lower retention if not managed well; requires clear project scope
Contract-to-Hire (C2H)
The candidate starts on contract (Talpro payroll) for a defined period — typically 3-6 months — with an option to convert to your permanent rolls. This is the "try before you buy" model.
- Best for: Roles where cultural fit matters as much as skills, first-time hires in a new technology, building a new team
- Typical timeline: 5-10 working days to deploy, conversion decision at end of contract period
- Cost structure: Monthly billing during contract phase. Conversion fee at absorption (prorated based on contract duration served).
- Risk: Candidate may not want to convert; competitor offers during contract period
The Decision Framework
Ask yourself these five questions:
- Is this role permanent in your org structure? If you'll need this person for 2+ years, lean permanent. If it's project-linked (6-18 months), contract is more efficient.
- How quickly do you need someone? If you need an engineer deployed within 2 weeks, contract staffing is your only realistic option. Permanent hiring involves notice periods.
- Is headcount approval the bottleneck? Many enterprises have frozen headcount but have project budgets. Contract staff often sit under OpEx, bypassing headcount caps.
- Are you building a new capability? If you're hiring your first AI/ML engineers or setting up a platform team, C2H lets you validate skill fit before committing.
- What does your finance team prefer? Permanent headcount hits your P&L as a fixed cost. Contract staffing is variable and project-allocable. This distinction matters more than most hiring managers realise.
Real Cost Comparison
Let's compare the total cost for a Senior React Developer (₹24 LPA CTC) over 12 months:
Permanent hire: ₹24L salary + ₹2.4L (10% recruitment fee) + ₹1.8L (PF/ESI/Gratuity employer contribution) = ₹28.2L total first-year cost
Contract staffing (12 months): ₹24L base + 18% margin = ₹28.3L total annual cost. But: no recruitment fee, no notice period wait, immediate deployment, and you can end the contract with 30 days' notice.
The total costs are remarkably similar. The difference is in flexibility, speed, and risk allocation — not raw economics.
When to Use Each Model
From our client data, here are the patterns that work:
- Startups (Series A-B): Permanent for core team (first 10-15 engineers), contract for scaling beyond that, C2H for senior/lead roles where culture fit is critical
- GCCs: Contract for initial 3-6 month setup phase (fast deployment), then convert high performers to permanent as the centre stabilises
- Enterprise IT: Contract for project-based work and vendor augmentation, permanent for positions tied to ongoing operations
- Product companies: Mostly permanent, with contract staff for surge capacity (product launches, migration projects)
The right answer usually isn't one model — it's a blend. Most of our mature clients use all three models simultaneously, allocated by role type and project phase.
